It makes more sense if you could see the view from the other side of the road. Underneath the camera in this shot, there's a trailer park with a collection of demonstrators standing by the gate. They're there opposite these guys, so presumably this is an eviction taking place - the diggers are there to raze the trailer park, the homeowners are the demonstrators trying to stop it - the police are probably there to protect the workers and arrest the demonstrators!
